Is the new honor level system globally progressing?

Hey there, so yesterday my friend got his level 3 honor. And since then I see people in the loading screen with the honor mark on their banner. I do know you need to take this mark after you get at least 3 or whatever is it honors on your previous game but that happened since yesterday. People start popping up on loading screens with the honor mark.

So I wonder, do you gain levels globally. Like there's one time that whoever deserves to level up will level up at the same time or is it individually? Because it seems kinda suspicious that my friend gone level 3 and suddenly the same day people start popping with honor marks on their banners. Like they all gone level 3 at the same time.

Why do I ask? If there's a specific time that honors level up.. means the people who are still level 2 (like me) must wait for the next period of level up to see if they gain a level. If not, I guess we can all randomly level up at any time.
