Hyper Charge now goes on cooldown after the third shot rather than right on cast<- this.
I think sivir w needs this too because she can throw 6 Ricochet basic attacks at once when she gets 30% cd from 
like Jayce did with his Hyper charge.
Idk what you are looking at but you need to check your math there. I have never at any point in the game been able to press w right after my third auto from the previous one and I've been maining sivir as my off role for months now. Maybe if you don't build any attack speed and max Cooldown reduction but otherwise I can't see it.
Yes.Sivir is other op champion.
Actually many adc are op.
