Updated Poppy's W vs "Cripple" status effect

Recently (1-2months ago), i read a post asking about how 's and 's silences were removed. Somewhere in the discussion with a rioter the idea of bringing up a status effect that removed the capacity to use dashes was brought up as a form of pseudo silence for assassins. As i know that Riot generally doesn't try and overlap things that are functionally identical, is 's W your attempt at this "cripple" effect or are you still interested in reinstituting it?
