The recent Ryze nerfs and why they confuse me

I'm not going to lie, I LOVE playing Ryze. He feels very fluid and fun to me, and if someone doesn't play around your passive, you will hurt them. A lot. That being said, in the early game it was very easy to abuse him with a item 3211 on any tanky person or Irelia, as well as having early ganks. I can understand the frustration that his early game, while possible to deal with in the same sense that you can deal with Rivens (except that Ryze wasn't as much of a power house), was frustrating if you let him do whatever he wanted to in lane and that they wanted to tune down his early game numbers. This is why it makes sense they nerfed how long his passive stacks lasted (albeit a bit harsh imo, I would've lowered them by 2 seconds and seen how that went), what I don't get, is lowering base damage scaling on his, and AP scaling on his E. These were not the things that was making Ryze so strong, especially a .3 Ap scaling E where you don't even get any AP until you finish your item 3027. The damage on his Q should have been a lower damage at early levels and the full damage it was pre-patch at max rank, being slightly lower at each level up to then of course, and make his E Have a lower bounce back damage application at early levels. These "Early game nerfs" were clearly directed at his late game, where they say they want him to shine.
