if shields are a problem, deal with shields.
we dont need the same binary shit we have with grievous wounds and healing a second time.
adding a shield breaker item instead of just nerfing the problematic shields or shield stacking in general is a grave mistake.
it would NOT be hard to put diminishing returns on shield stacking. they could easily do something like, a champion who is already affected by a shield can only get another shield for 60% of its effectiveness. the third shield could be nerfed to 30% effectiveness.
done. no risk to create a counter mechanic that is going to be just as problematic to balance as grievous wounds.
