Can you report someone for playing while under influenced or "baked/high"?
Just had a riven play while being "Baked" and he pretty much just inted for about maybe first half-ish.
We still won thanks to our jungler but.. Yeeaaah game harder than needed to be T_T
How could it be proven? Even if it could be, maybe that guy over there is on pain meds which make him a little loopy. That one over there just got up and their motor skills aren't up to speed yet. Oh, and look at her....she has minor arthritis in her hands, which makes her skill shots off some times.

You would have to report me for playing while NOT high...
If they were feeding, report them for feeding, why do you need the extra reason?
As long as they're not breaking the rules, no. If they're inting or flaming, report them just like you would report any other player.
