There are a lot of very good options to get AD scaling with good tanks stats. AD champs that do not use the first set of items well can still be bruisers, albeit less efficiently and effectively. There are also other AP items than the ones listed with HP, like Rylai's or Liandry's, but they are not really tank or bruiser items. All the bottom items give you access to more gameplay options and some survivability; which is good. But the top items give you the resources to keep going forward. Engaging is the most potent trait in game. It enables everything. With the AD items (and kits that use them) you engage with damage and stay alive to use it. I don't think the game should work that way, and it didn't (much) before. Kits that enable (secondary/"Juggernaut") engages that come from simply being aggressive, in themselves, should be the weapon. No one thinks of Urgot as an engage, but he very much is, and then he can nuke you too with his ult. An engage isn't always just one spell, it is anything that enables you to get on top of someone and force them to deal with you and/or your cc. Riven has a burst-nasty and risky engage, while Aatrox is a safer AOE resilient kamikaze with cc. Separate the AD items from tanks stats similar to the bottom items, and it would help the game enormously by diversifying the number of effective champs. This would be an extreme indirect buff to marksmen and similar champs, so imo don't nerf things in a vacuum. If you disagree be nice about it.

p.s. Do not let Riot fool you with their "Juggernaut" and "Diver" classes. Look at champs' traits to identify where they should stand in the game.

You... Do you not understand what the different classes of champions are and do?

Fighters are melee champions who have a stat focus on AD/AP+resistances. Bruisers are champions with mobility, high base base damage and a focus on AD/AP+HP. Tanks are melee champions who have low base damage and mobility with a focus on HP+resistances. Juggernauts are champions with low mobility who have high base damage and a focus on AD+HP. Divers are fighters who have an assassination pattern but not hyper mobility. Assassins are casters who have high burst damage and hyper mobility.

Bruiser items are universally AD+HP, and are much more gold efficient than AP counterparts... Of which you listed none.

Out of curiosity, what were you thinking of for the counterpart items?
