Que Dodging (quality of life suggestion)

Ok so let me start off by saying that while I am annoyed as I write this, I come with the best of intentions and I really hope to spark some form of discussion on the topic. The new queing system where you pick your role before you que up is something that has been a long time coming and I am VERY happy to see it at last. Great job riot.

Having said that there are still plenty of trolls out there. Now I am not talking about someone trying something new, I am talking about someone who intentionally intends to troll, or perhaps someone who is coming from a bad game, a bad day, perhaps a bad life and is intent on making the lives of everyone in their game miserable. Perhaps the fates decided to put that player with the same guy from last game that he thinks lost it, or he just doesn't like him for x, y, and z reasons. There is no way to dodge the game without incurring some form of punishment. A 5 minute timer or in the case of a ranked game, the consequences for que dodging can be worse so you end up stuck.

My idea is simple although honestly I would be happy to see any form of legal que dodge. Similar to how ARAM's have a reroll count that you get more of as you play games, I think we should get a dodge count where a player that plays so many games can eventually get a legal dodge. Even if its one dodge in 10 games and caps at one I think we can all agree it would be worth it. I for one will dodge and eat the 5 minute timer in drastic situations and I think most people would so the effect on overall que times from this legal dodging mechanic I think would be minimal as people are already dodging, the only difference is not punishing players for dodging a game that is obviously going to be a waste of 15-20 minutes or more =\

Even if the amount of games you had to play is significant, I only ever find myself dodging maybe 1 game every couple days, usually when the person comes in swearing, or intentionally picks the worst idea ever and tells everyone to "deal with it" or some variation of that. Please Riot I implore you to consider this or some form of legal que dodging system to help us avoid toxic players in our games without some kind of punishment.
