Sett is mostly fine, it's just his passive regen mechanic on W that makes it near impossible

to bully him out of lane.

It's free, braindead, no mechanics or pushing anything required.

It's the opposite of most traditional juggernaut sustain mechanics Darius (hit q or nah) Illaoi (hit tentacles or nah) Mordekaiser (take damage or deal a lot of dmg and give up shield potential or nah)

Honestly if sett W didn't even have the regen mechanic and instead had a little more power behind the generation of true grit or whatever the hell it's called it would be more balanced.

I don't think sett's kit is particularly insane or whatever, despite some of the funny amounts of crying seen elsewhere on this board trying to compare him to dumb shit like aphelios. Sett loses out to plenty of juggernauts and other mobile bruisers pretty hard, and his scaling isn't that amazing, and of course, he basically has zero way to interact with ranged champions since his pull has even less range than darius's and he needs 6 to interact with ranged laners.

The problem with Sett is his numbers only. i personally have no problems with his kit aside from that and tuning numbers isnt that difficult it just requires Riot to actually tune him.

The regen ability is just a crutch that will eventually be removed or nerfed into the ground. It allows a player to mess up but there isn't a penalty they just go to tower and wait. Much like garen does.
