It seems like it's an alright item. But I rarely see it. And even less do I see it actually used.

I haven't seen it in forever, then I see it just to be used to snipe a kill lol

I only see it used on ARAM and rarely normal games.

I'm not sure how it is after the nerf. I think it's still good but it won't be an always a first rush option unless the enemy don't have a lot of burst.
