can we talk about brokenness?

and his w passive even with hitting shrooms....then he can legit q and ult at level 6 to get a kill...could we please see a nerf to how hard darius actually hits along with a reasonable nerf to , he had this movement speed boost for the entire game even w/o hitting things and 
should have a cool down....yet it was always active....please explain how this even viable or "fair"
