People who received a ribbon before got the icon for that ribbon, if they had not received that ribbon before they got the icon if they were in the top 10% of people honored for that ribbon.

Thanks So if I got all 5 despite only ever getting 1 ribbon (for like a week) that means I am among the 10% that already played when honoring was actually a thing. Yay. Nifty though. They actually look pretty good for free swag.
