Tribunal In Recess

So way back when, Riot decided they would make changes to the tribunal, before this point I had never seen it in recess but now Its always in recess - and if there are people cleaning out the tribunal when the server first posts it, then what time does the tribunal update? I haven't been able to participate in the tribunal AT ALL this season and I would have really liked to. Charming really. I'm not really that angry but I would like a little bit of help, if at all possible.
