Not getting any champ shards for mastery unlock champs?

I have 3 champions waiting for champ shards to upgrade their mastery (Cait, Lux, Morg) RIght now I have 26 unique champ shards...some have stacks of 3..I've had these mastery champs for a few months now, is anyone else experiencing this?

No i got shards for champs i wanted to upgrade mastery. There are what like 140 champs so you have a 3/140 chance and you rolled 26 times. The chance of not getting a shard you needed was (137/140)^26=0,569=56,9%
