Removing Level notifications for Ranking Notifications

Really doesn't seem like a great idea to me. We've already got a huge gap between bronze/silver and gold/plat/diamond in manners and behavior that honestly, this change really feels like it's just asking to create strife.

How frequently do you see a higher-ranked player disregarding (Rudely usually) the opinions or experiences of a Bronze/Silver player? When 'Bronze' is used as an insult...and a good high chunk of the playerbase is bronze...this really feels like a bad idea, and riot baiting out negativity on the part of their players.

This is a change that should just be removed.
