Can blue buff have a purpose in ARURF

I know jungle camps are overlooked most of the time in ARURF, but if red buff can be super impactful, why can't blue buff do something?

I miss when blue buff used to give some AP (even though most people didn't even know it did).

if you take transcendence it gives you adaptive stats
