Manaless/resourceless champions

Why do they still exist or have not been adapted??

I know the reason old seasons were fair on this matter was cause they lacked wave clearing next to other champs, so being able to spam their skill compensated that vs many champs with 2 spell to kill 6 minions

But Since the pre-season and then the Mage Patch, riot has been systematically nerfing the early game wave clearing of Mana champs, 1st removing mana potion and then removing most of Mana Reg (flat Mana is not bad but is not the same)

so now if you are paired against a resourceless champion. if you try to farm you wont have mana to defend yourself, and if the enemy champ goes aggresive, he can keep you from farming while he just stay on lane spamming skills.
