Why doesn't Azir just start with his W?

Most champions have decisions about which ability to put points into. Most have 3, some like Zilean have 2, but Azir can only put a point into his W at level 1. Since there's no option for him to put a point into any other ability, why doesn't he just enter the game with 1 point already in his W? I can think of no situations when someone would want to wait to put a point into that ability.

Well first off, if he had access to both his soldiers and another ability right off the bat, he'd either incredibly safe or incredibly oppressive. Secondly, and this actually ties into the first point, they'd need to adjust the scaling on his soldiers and make abysmal from the starting and slowly ramp up. Otherwise, if they just left it as is, he'd do too much damage for such an early stage of the game. Considering how Azir already takes longer than the average mage to gain steam already, you'd probably end up destroying his early phases.

Eh, for consistency, that everyone gets to put one point in something, and for the feeling of leveling something up when you load in I guess.

There's not really a reason.

It's more consistent with the way other champions are played. It's easier on the UI since they already had functionality to disable leveling certain abilities right away.

This is definitely possible as his W is automatically levelled first in ARAM.
