Edit runes/masteries/item sets outside the league client

I'd LOVE to make several mastery pages and item sets, but I'd also love to play the game. What if there was a website/app/something to let us edit runes, masteries, and item sets outside of league?

Dude I agree so much like why do I have to wait 10 minutes to switch my pc on and open league then open runes just to change them there should be an app ( like lol friends) but you can edit runes/masterpiece etc and all that good stuff for conviniency
