Some Lissandra Changes (input greatly appreciated)

First off, I know people have been making some ridiculous change requests for Lissandra that are fairly troll-y. I'd like to say that I'm certainly open for critique, and all I really want is some updates to one of my favorite mid lane mages.

Lissandra feels bad right now. I don't enjoy playing her nearly as much as I used to, but that may be due to the ridiculous AD mid spam.

Here are my suggestions to not only make her feel much smoother to play, but also maybe boost her winrate:

>E - Glacial Path >1. Cooldown: 20/18/16/14/12 2. Cast time decreased to 0 and able to be cast while moving

A little buff to increase her survivability and overall utility of her E. The full stop presented by her E cast seems really rough compared to most movement abilities; I think the CD on her E is decent but it could be decreased to allow her to use it as a better poke ability without compromising safety as much.

> W - Ring of Frost >1. Root Duration: 1/1.25/1.5/1.75/2

Her root feels really odd with how short the duration is for how powerful it should be. When I think of her root, I think of being able to get a Q off before they are unfrozen. It just doesn't seem to root like most roots should. It's her only form of hard cc aside from her ult, and I think it should be a reliable stun. 1.5 seconds max rank before tenacity is figured in really isn't very much, especially when Lux Karma Morgana and even Ivern have (at max rank) a minimum of 2 seconds. Before you say that Lissandra has too much cc as it is, Morgana's ult is also a stun. Zyra got a stun buff, why not Lissandra ?

>Q - Ice Shard >1. I don't know, round off the slow numbers? I think this ability is pretty solid.

>R - Frozen Tomb >1. Self-heal set to 20% missing health + 1% per 100 AP.

The self-cast heal seems really wimpy right now, almost like a bad item 3157 with a mini summoner 14 -nerfed summoner 7 . A heal factor like Karma R + W seems more appropriate if it's based on missing health. Another option might be to leave the base heal and instead increase the heal based on how many enemy champions were in the radius. In short, a buff to make it worth it to self-cast her ult instead of it just being a mini item 3157 .

>Passive - Iceborn >1. I think that this is a good and semi-balanced passive. My only suggestion would be to smooth it out so that the passive can be used reliably regardless of whether the passive is in its "ability available" animation.

Just bug fixes; I find that sometimes if the passive has just come up it still consumes mana, but not always.

My most wanted change for Lissandra is the removal of the cast time for her E (making her able to cast it while moving) as it's what has bothered me the most. Too many times have I died trying to use it just to stop for that tiny, tiny time that's just big enough for them to catch me.

Please, post your thoughts and ideas (as long as they are respectful and thought-out). I'm interested to see your guys' reaction and look at anything I may have missed or overlooked. I really do enjoy playing Lissandra, and I'd like to see her healthy and well-kept.

The saddest part about Liss being weak is that AD mids are played. She hard counters all of them so she should be insanely strong in this meta and the fact that she's weak instead indicates she has some huge number problem.

I blame mostly the passive. It's useless after the first back and even before it she suffers a terrible mana regen justified with the passive. It's effectively like not having one. It worked before because every mage had mana problems until they got their morellos or athene but now that lost chapter is a thing you've got an advantage until 1300 gold in the game (when you don't have the cooldowns to use it anyway). Being able to get away without a dedicated mana item also meant you could go for immediate damage, but now the items giving more damage ARE the mana items (save from raba and void but you're not going to build them anyway as first or second) so she lost even that advantage. She also suffers from not being able to straight up one shot unless fed and she doesn't have the cooldowns to allow multiple rotations before she gets killed by the insane damage flying around. Insta cast E would surely go a long way but I 'd go for a passive rework, either giving her more conditional damage to compete or conditional survivability + coolsown reduction to allow her to play battlemagey
