Riot hates necromancy apparently so here is a post i made in a slightly old thread that got removed because this is what they said to do instead!

Anyway, with the recent base damage nerfs to veigar he now deals around 40% less damage WITH VASTLY MORE AP per game than he did prior to the removal of DFG/BFT. The lowered base damage and scaling on all his spells (esentially 20% less damage per spell..) means even at ultra late game rocking 1400 AP (the equivilent of 900 ap pre nerfs possibly equivilent to just 794 AP before the removal of DFG) he is 4-20 damage shy of "deleting someone" with QWRQ now. With the further mastery changes in the pre season he lost another 15-20% power (assuming ferocity tree all damage options selected) and will now have to poke down champions....he now looks like a 65-0 champion (15-0 vs HP tanks, garen, brusiers, etc.). DFG did let him delete nearly any target (even leona rammus and galio with the right build!) though so its still understandable, but he was left with no compensation vs TANKS (the current state of spell pen does not stop HP heavy champs from still taking 60-70% reduced damage from magical attacks!). With the 20% damage nerf (ap ratio) to his ult even vs other huge AP champs he still cannot 100-0 them with QWRQ or 50-0 with R. So not only was DFG removed (30% loss of damage vs single target), his damage over all was REDUCED AN ADDITIONAL 20% later, now item costs increased 20% (no big deal there veigar is always max gold 6 item + exlir build anyway). But they did buff Q to gain assist as well making him much more safe and less greedy, which averages to around 300-600 more AP in the long haul. To get him back to post DFG removal levels you now need 1105-1236 AP, and to be back at pre DFG removal levels you need at least 1400 (but see above) with 1486 seeming to be the break point to start 100-0ing people again (a figure attainable on Aram sp its pretty quick to reach that level). Time wise you can reach this figure 2-4.4x as fast as prior to DFG's removal, when you are god teir veigar (all CS is perfect and all CS is Q farmed for the 4.4xspeed(oldgod tier), and you are taking jungle camps and stealing blues (middling skill tier)). His early game has been neutered but is super safe compared to before, E is finally working as inteded (to make them wander around inside it so you can land spells, it was always intended for isolation and zoning and landing W in the middle after all, not as a "target stun" like it was being used). Ultra long game he seems in a really good place (except vs all HP heavy tanks, the ap ratio nerf was too severe to ever compensate vs 5K+ HP). Lichbane is somewhat more effective than DFG vs heavy targets as its another 500-900 magic damage (before resists) "per spell" which gives him some dps (instead of burst) vs those targets, and he can still zone with E to take turrets without letting the enemy engage (1400 ap + lichbane = killing inner turrets before E experies while still damaging enemeis stuck inside E). Essentially he has had his theme and kit changed to be more "dps" instead of burst (even though he was intended as the ultimate delete champion), and forced into some item builds that look jankyaf For reference his damage and effectiveness since and including the removal of DFG, factoring optimal damage masteries, has been nerfed 47.4% (86.6% vs heavy champs (tanks, juggernaughts, etc) for burst mage role as it currently stands with 5.22. But his effectiveness as a non burst mage has increased 20% over pre DFG removal state, and his "hyper AP" numbers dream has increased dramatically in fun games, and his effectiveness as a wave clear tower bursting monster has been increased an additional 15% (so something loke 27.3% better than before lichbane was nerfed into the ground! Quite surprising!). Fiora, Wukong, Nasus and Mundo do that better baseline though(trinity force) just not as safely. Haven't experimented with the new 45% CDR cap, spells being available 5% faster Q W R may be enough to compensate for no decent burst mage masteries compared to before. The 2% spell vamp sustain is just, absolutely massive too vs other burst mages with weaker single target damage, but veigar has no problems vs them anyway. So 15% better utility 33.3% more focus on Zone control (not a control mage but does it just as well!) MUCH better mana effeciency over all (never have to leave lane, not suffering on team fights), maybe like....50% better? Spitballing that since don't have enough data. -47.4% worse burst mage (no compensations and actual nerfs instead of compensations) 27.3% better tower seige 99.9% less greedy to KS 22.34474(repeating)% more awkward builds. Voidstaff still garbage for damage over Lichbane + 3 Roa + AA + Deathcap vs super heavy champs stacking MR..
