**(NEW) Passive: Gloom Energy **

Enemies hit by Dark Matter and Event Horizon are marked with Gloom for 3 seconds. The next Veigar autoattack or Baleful Strike consume the mark and restore 5 + (5 x level) + (5% of the AP stacked through Baleful Strike) health. All other enemies affected by Gloom mark will have the Gloom mark removed. This effect can only occur on the same target once every few seconds.

On-Target Cooldown 8 seconds

Q: Baleful Strike Mana cost lowered to 60 at all levels from 60/65/70/75/80 mana Passive: Veigar gains permanent bonus ability power when he kills a champion from any source of damage. Ability Power per Champion Kill: whichever is the higher amount between 6/8/10 (levels 1/6/11) or 2,5% of the enemy AP Active: If this ability deals a killing blow, Veigar gains 1 ability power permanently (doubled against large minions, large monsters, and champions). ** W: Dark Matter** *Mana costs changed to 70/75/80/85/90 from 70/80/90/100/110 * Veigar calls a great mass of dark matter to fall from the sky to the target location, which lands after a 1.25 0,75 second delay, dealing magic damage in a 112.5125-radius area and slowing enemies for 1.5 seconds

This ability also provides sight of the target area through Fog of War or brushes before it lands

Magic damage changed to 95/130/160/200/235 (+ 45% AP) from 120/170/220/270/320 (+ 100% AP) Slow 20/26/32/38/44 %

E: Event Horizon Mana cost lowered to 80/85/90/95/100 from 80/90/100/110/120 * Cooldown lowered to 18/17/16/15/14 from 20/19/18/17/16 ** After 0.5 seconds delay*, Veigar twists the edges of space around the 375-radius target area for 3 seconds, forming a pentagon of walls. Enemies who attempt to pass through the perimeter are stopped and stunned for a short duration

R: Primordial Burst Mana cost lowered to 125/150/175 from 125/175/225 Cooldown lowered to 120/100/80 from 130/110/90

Blasts an enemy champion, dealing magic damage equal to a base amount plus 80 75% of the target's AP

Magic damage changed to 250/400/550 (+100% AP) from 250/375/500(+120% AP)

Wider explanation for the people that could be a bit confused by the wall of numbers

In this rework proposal, the biggest change would be in Dark Matter functioning. It would not be anymore a spell for burst damage, but would become a utility spell. The delay reduction would finally make Veigar W more reliable to hit, and would give Veigar an extra tool to escape from a gank or to chase an enemy and get in range to bring his burst on the table. The slow scales hard in late game, giving to able Veigar players tons of conditional CC late game, and open up for different spells combo

The other relevant change would be the Event Horizon change. The proposal here is right in the middle between live Veigar and Riot proposed change. Riot proposal is seen as bad, because it takes out the only viable tool for Veigar to defend himself when ganked, and burst down people on offense. Their concern about the "no counterplay" of actual Veigar's E don't really overcome the fact that with no fundamental change on the rest of his kit Veigar would got basically even less safer than now where is yet one of the most squishiest champ around and thus less appealing I think that, once Veigar acquire another source of good CC with Dark Matter(see above), it can become acceptable to get the delayy on his Event Horizon to solve the concerns suggested by Riot, even though the delay should be smaller, and 0,5 seconds is a fair compromise to give enmy a tiny but not big window to counterreact

The other changes are less important, but meaningful too. The new passive substitute the very old passive that ended up to choke Veigar viability because forced to keep the mana costs of all his spells very high, and give him a nice survaivability boost for the situations where he has to face enemies once he hits his CC that can make the difference between taking out enemies or being taken out himself. The extra health he can gain on the enemies affected with Gloom also scale well in late game too according to the core Veigar mechanic which is Q scaling. As side consequence of the passive change, Veigar mana costs on all abilities are reduced

In the end, mana changes, Q changes and ulti changes are tied together. Because of the lower mana costs, Veigar is helped a lot in farming AP thorugh Q, and he got also rewarded much more for being aggressive and kill enemy champs, as the reward he gets is much bigger than the actual one. ggven that veigar should be able to farm more AP, the ulti scaling got reduced, so that while Veigar can still put a lot of burst on the table, to keep up his previous level of burst he must farm well AP using the buffs given by the mana cost reduction and the higher reward for using Q aggressively to kill enemies champions...and as compensation he can also use his ulti a bit more often

Short version explanation for the ones don't want to read wall of text as well as the numbers wall of text

Dark Matter becomes more reliable to hit, give him a strong slow and dealing a lot less damage

There is a small delay before placing Event Horizon stun, lower than the one proposed by Riot

Passive doesn't restore mana based on missing mana, but restore health instead if you hit with AA or Q an enemy which you previously hit with W or E. Mana costs of all Veigar ability asre thus reduced

Q allow you to stack more AP on champions kill. Ulti has damage reduced a bit overall, but also CD and mana costs are reduced

I think the proposed passive is just crazy powerful. Cho'Gath levels of sustain here.

Shorter W fall time makes the ability more standalone.

We'll have to play with new Veigar E to get a sense of how much reaction time is fair for both sides.

Cho'Gath level of sustain? It is still sustain conditional to first hit mid range delay CC abilities and then close the distance to short range to use a Q or an AA to get that sustain. Cho'gath can just press Q which has shorter delay, longer range and bigger radius location to get it or just hit a W which has longer range than Veigar Q/AA. And it doesn't restore mana

Veigar W becoming more of a stand alone skill is made to make affordable giving delay on Veigar E stun. if E becomes less reliable than his Q must become more reliable, this is how the changes can be fair for Veigar and veigar counterparts
