Weird lags...

Ok all day long i'm getting the weirdest lag ever. Ping stays at 4552ms, nothing weird there. Fps flows between 90100.

Yet i get a lot of moments where action pauses and suddenly skips to around 1s later. Literally unplayable. Do you guys have it too or had it too? What is this thing?
