Looking for advice from Diamond or higher.

I am aiming for Diamond this season, and I'm not planning on stopping at division V. However, my plays are becoming inconsistent and I believe I have reached my current skill cap.

In order to improve, I am addressing what I believe to be my biggest shortcoming: when to use teleport. I have recently made the transition from ignite top to teleport top after my lane opponents started to stop letting me kill them for free.

After what time is it undesirable to teleport to lane? What do I need to consider when lane ganking, and when is it considered wasteful. What do I need to look out for when deciding to teleport to a fight or splitpush turrets down? When should I use teleport to save an inner turret, or is it more beneficial to not give the enemy team teleport advantage?

I've read/watched a couple of guides, but I feel they are aimed at lower ELO players. If you are able to answer my questions, give general advice, or recommend a good guide to me, I'll be very grateful.

Use TP to get an objective that is greater than what the enemy team is trying to take, or equalize the objective they are going to take. If they are at herald/dragon and one lane is being pushed, tp there so you can take the turret down and force a retreat or them taking an epic monster for a tower.

Use it to flank enemies in teamfights, turn a 4v5 into a surprised 5v5 by initiating behind the enemy team with any hard CC for your team to wipe them clean and ace them.

Use it to stop a wave from taking your turret unless you can use it to push hard another tower mid/bot.

Use TP to gank when it involves 2 or more champions typically. It'll make your lead much higher than killing one champion and it'll make sure you are helping your team rather than win your own lane.
