what is this blitz app newbies use?

my friend met two new players who built completely wrong, just because they're new doesn't mean they shouldn't disregard advice better players give them, i took advice from better players and still would take it.

game 1 - an annie that went 0/18/0 that rushed luden when she's behind vs a zed, she could have built zhonya or rod of ages / rylais / oblivion orb / haunting guise instead and played safely but instead they do what exactly "blitz" told me and disregard every single advice given to them.

game 2 - sion builds full armor against a full ap team because thats what "blitz" suggested him, not surprising that this guy also disregarding every single advice given to them.. all you had to do was build atleast 1-2 mr item but lets just ignore the carries.
