Who's really good with 40% CDR at the start of a Dominion game?
Since I already know I can get 40% CDR in the beginning of a Dominion, I'm just wondering who's one of the best champions that can make use of it.

the champions that scale best with cdr have abilities that reduce other cooldowns ryze's passive zilean's W karma's mantra ezreal's Q lucian's E graves E to a lesser extent
there are also abilities that apply stacks that fall off after a time kennen's passive vel'koz's passive
and finally azir's passive giving him bonus attack speed from cdr
