A toxic player tried to get me reported for not surrendering when I voted yes. Prior to voting, he/she as well as another person called me a loser and associated that to the one vote that was a no. Can we make it known who votes yes or no so we know who to report?

ElJanitorFrank2 votesNo, don't have an option to do that. The only thing that accomplishes is them flaming the real person who voted no. There is no positivity spawned from this change. You aren't going to get punished because 3 people report you for different reasons.
Partholonian1 votesNo one should ever be reported for how they voted on a surrender. Riot should not make any game change that would encourage people to send that kind of report.
Initiating a surrender should occasionally be reportable, but only if it's spammed or in egregiously awful circumstances (your team still has a chance to win or is actually winning, but you want the game to end now because you have discovered a sudden need to iron your dog).
