Champ Select problem

I have been having a problem with the new champ select that was put into the game. I main ADC and my secondary role is Jungle. My problem with the new champ select is with where i am placed on the picking order.

Whenever i play Jungle, most of the time i am in the bottom 3 for picking order. But whenever I play my main ADC role, I can honestly say that 90% (i know its a tiny exaggeration but it is most of the time) of the time that i play ADC i have been getting put in the top 2 for picking order and very rarely do i get placed in the bottom 3 for picking order. That poses a big problem for me since the amount of losses in PVP i have received has skyrocketed ever since this new champ select came out due to my placement in the picking order.

The reason is because in that 90%, i have ALWAYS been counter picked and do poorly in combination of this and teammates refusing to help. It actually got so bad that i cannot effectively play by myself anymore because in solo q most people dont care about their teammates and wont pick your champ for you and you two switch. So i am left with having to wait until night time when my friends get on just to be able to get a decent pick match up. There are rare occurrences where as the ADC i get the last pick, but unfortunately every time this happens SOMEONE in the lobby ALWAYS dodges either in the ban phase or pick phase and when we get into the next lobby, that is when i get put right back in the top 2 for picking as an ADC.

My question is why is this happening so frequently to me? Is there something wrong with the system or am I just having that much bad luck when it comes to champ select? Normally i just suck it up and deal with it but considering how much this has been happening, i cant sit here anymore without knowing why this is happening.
