Riot doesn't want to give Shyvana any particular CC/Utility within her Kit

So stop asking for something they have been ignoring for almost a year now.

She's not a Dragon she's a dog, you can put Shyvana in a cage and destroy her by a simple Stun or Slow, you can ignore her in team fights because she relies on her team mates giving her the Utility that she needs to do her part as a Tank.

Compared to Sion or Amumu, Shyvana relies on her team mates to CC down the enemy because she can't do nothing but run and hope that someone is dumb enough to be near her W.

Shyvana is so bad that when someone shows off their match history saying she's good it's all basically kill steals and left overs that the ADC would've gotten but the mobility on Shyvana was a big 'F U 'to your carrier's face.

She needs CC sure, but in turn, another part of her kit would have to be toned down. Free defenses, decent amounts of DPS when built tank, a gap closer (not the best one, but one no less), decent amount of mobility that she can continue to pump out, giving her CC on top of that would be hard in her current kit. Perhaps something akin to Braum's passive on her E, but once again, the rest of her kit would have to take a hit along with it.

So what you're saying is she needs buffs because bad people can't utilize her effectively? Sure she's not great right now, but she's far from useless, and she doesn't need arbitrary CC to make her good. She was top-tier last season for so long she got the Championship skin.

Shyvana is a zone tank. She 'CCs' people because they don't want her to be sitting on them with her ridiculous mixed AoE damage output. A Shyvana diving into a team splits them up because they want to get the hell away from the scary dragon attempting to set everything in a five-mile radius on fire. This is a playstyle that lower-tier players typically can't utilize well because it's not stun/slow/silence, it requires more thoughtful play and actual coordinated teamwork, something you don't find in bronze and silver, or solo-queue in general for that matter.
