Annie's stun needs a cooldown.

Hey I'm Annie and I waste my stun on a minion with my Q to cs it because I'm too bad to farm it with an auto attack, and now my stun is gone so the enemy laner can walk up to me and trade with me fairly, oh wait, I can sit back under tower and spam E and W with incredibly low mana costs to get my stun back so nobody can gank or trade with me, YAY!

That's literally what Annie is. Her stun should have a cooldown so there's something called COUNTERPLAY.

The spells she needs to cast ARE the cooldown.

Don't go for trades with her. Just waveclear, assuming you're playing a mid with better waveclear than Annie, which is like all of them.

Once you have a minion advantage she can't really do anything due to her poor range. If she tries to force a trade she will eat too much minion damage. If you see her ignoring this fact and walking up to you with a stun just buffer your skills and trade through it. You will get stunned but it doesn't matter. She will lose the trade due to your minion advantage.

When you don't have a minion advantage just stay back. She will probably try for some trades but again her poor range and targeted abilities (btw, big recent nerf to her lol) will force her to take minion aggro and once again you can win that trade just by buffering a skill as she goes for the stun.

So... literally just play the minion waves.

No counterplay? She's incredibly weak without her stun and ult. Also her waveclear is kinda bad compared to most other midlaners until she gets a few items, even if her last-hitting is easy.

Also since her base damage got gutted, she can't get kills by herself unless she receives a gank or roams herself. Ranged targeted stun is pretty much the only thing she brings to the table, because she has no mobility and relatively low range.

But to say she has no counterplay? They're easy to find if you even remotely look for them. Just engage or harass her when her stun and ult are down. Also, just a bit of MR is easy to shut her down.

Annie is one of my most played champion, and if you want, i can point out all her weaknesses so that you can abuse her.

-Whenever she goes in for a Q (with or without stun), harass her back, early her damage is rather low. There's a delay before the spell hits you that gives you ample time to fight back. -She has no mobility and short range (for a mage) She's very vulnerable to ganks. -She's really bad when there are no front lines in her team, so if her support jungler and toplane are squishy, she'll be useless in teamfights and be forced to waste her cooldowns on your initiator. -Any amount of MR is enough to deny her, Banshee's Veil just outrights denies her. Tanky and AD champions have multiple items to counter her burst and CC. -Unless she's fed, she can't one-shot you even with her whole combo. When mid/lategame comes and she has more AP, you too should have built some defensive items by then to counter. If you are still squishy and have no MR, there's noone to blame but yourself. -She's really easy to bully if you outrange or can keep her away. -If you can push the minion wave into her turret, you'll force her to use her spells on minions, exposing her to free harass. Her waveclear is relatively bad early, compared to a lot of midlaners.

That's all i could think of right now, i'm sure i missed of few points, but that should be a decent starting point.

Having played Annie a lot i can say that her biggest strenght is her roaming potential. Strap Mobility Boots on her and help side lanes with a guaranteed stun. Obviously she does have some easier matchups.

Dude, you need four spells before getting a spell; that in itself is a cooldown.

Your example is silly. She used her stun and Q on a minion because stunning wasn't an option at the time, and she gets a refund on the cooldown when last hitting with it. The counterplay is that you can see her stun building up, and that she's limited by extremely short ranges. The only way she'll fight a lot of the longer range mid picks is with superior vision, or Flashing and killing them instantly.
