Why does Soraka still get health restored if Sivir spell shield's her Q? It's not like Soraka needs any help being broken with the new masteries.

"Sivir creates a magical barrier for 1.5 seconds that blocks the next incoming enemy ability."
Whereas, Soraka's effect is, "Each enemy Champion hit by Starcall heals Soraka"
If the spell is blocked, it didn't hit the champion.
