Does Honor go up whenever

I was just wondering if anyone could help explain this to me, does the honor system level you up whenever or are there select dates in which the system checks everyone and promotes them if fitted. because the last few times me and my buddies all hit our checkpoints on the exact same day, so it seems that way. and im mainly asking cause im honor 1 checkpoint 3 of 3 and have been for 2 weeks now and well clash coming up ..... u can connect the dots. i just wanna know if im able to get that juicy honor 2 anytime or there a specific day im waiitng for ?
