Why does Teemo's W "Move-Quick" have a mana cost?

I always found that odd, because there isnt anything magical about it, or really impactful, he just moves faster for a fixed time, usually at an amount that most champs can outclass in a myriad of ways.

And even better is when you see abilities like Tristana's rapidfire for instance which gives so much more and yet costs 0 at all ranks.

Because mana is a resource management to balance a champ's spammability and sustained presence around.

Those were the days.

I think the better question is "why does it have almost a 20 second CD that doesn't even decrease as you level it up?" Is it really such a strong ability to warrant that long of a CD?

Teemo is one of many old champions with outdated kits. His W accounts for less than 5% of his power budget.
