Small Vel'Koz change

I posted this before in the older Champions & Skins board, but since things changed and this new, more fitting board exists, I thought I should post this again.

Anyways, I was wondering if it would be possible to make Vel'Koz's ult give vision. I've always found it strange that a giant laser of light doesn't give vision, but his E does. Viktor's laser gives vision, and Lux's laser also gives vision. Why not Vel'Koz? I know it could be considered a small buff, but I highly doubt it would impact games that much. It also makes things better for the Vel'Koz player to know that they are hitting someone with their ultimate if the opponent flashes into the Fog of War or dash/jump into it. It would be nice to know that I'm not wasting my ultimate. Unlike Lux's ultimate, Vel'Koz's isn't on such a low cooldown. And she also doesn't have a slow turning rate on his ult. By the time Vel'Koz can even adjust his ultimate to hit the enemy anyway, half of it is probably already gone.

His ultimate isn't actually light, it is more on the lines of dark magic~ I love playing Vel'Koz but some of the changes that I want were reverted from the PBE awhile back (I be a sad panda =,( ) but anyways, those changes were 100 units more range on his W and decreasing the base damage on his ultimate but giving it a real ratio of 150%AP as well as give it stronger utility by reducing the slow to 15% from 20% but the slow strength stacks multiplicatively 5 times (so around a 50% slow at max stacks) this would allow him to compete with the other waveclears mids better with the extra range on his W and allow him to scale better into late game and be better in teamfights with the real AP ratio for an ultimate and the stronger utility (stronger utility will greatly help support vel'koz too)

Not sure if I would have liked the higher AP ratio on his ult. Vel'Koz now builds primarily CDR and Magic Pen, so giving his ult a super high ratio randomly would make building him kinda confusing. Its like, should he build magic pen to make use of his good base damage on his normal abilities that have crappy ratios, or should he build CDR to take more advantage of his passive, or should I stack AP to make my ultimate amazing? I'm kinda glad the AP Ratio on his ult got reverted, but I definitely would have liked the more range on W and slow stacking utility of his ultimate.
