He's fun.

Shockingly, fun champions are played a lot regardless of their strength.

In anything gold or lower people probably just play whoever they like instead of picking someone all that serious about winning. Or they just think they he can be good if they can play good enough with them. Although most gold or lower players probably don't play Lee all that well, but they dream of some day being insane with him.
