Essence Reaver Buffs.

I might be under-thinking the problem some, but if Essance reaver is so weak, why not just give it some more stats. If you gave it more cdr or lifesteal, it could compete better on the adcs who can kind of use is pretty well already without becoming too prevalent on the champs who arnt supposed to use it.
