Remove the AD scaling per level instead it's now a flat 15 AD Lower the true damage conversion to 10-15%, this is now the part that scales with level Remove the perma refresh, instead extends the duration to about 6-9 seconds with a short cooldown window for melee
You now no longer get a shed ton of free true damage with a self synergizing key stone You now have to play around your windows of opportunity It still shreds tanks, but not to the obnoxious "LEL two shot me so gewd" level
Every other key stone that is damage focused has a cooldown and a method to play around, Conq has no outplay other than "stay away"
Time to change that.
