Garen ult interaction with ekko ult
Was curious, I utl'd on ekko and dodged garens ult, i proceeded to go back into the fight and combo him (thinking it was on cd) and he used it again, is this the proper interaction?

If the ultimate didn't do damage the first time then yes it is supposed to happen, 
gets her ult reset if the person dies or becomes invulnerable before the first instance of damage hits them.
Melee ability (non-projectile) like Darius ult for example, won't go on CD unless it deals damage.
