Does Riot ever punish anyone?

Every other match I play has an AFK or an Intentional feeder or both. How am I suppose to climb with that? My LP loss/gain is pretty even, so I'm stuck and unable to climb... (I count making the same mistakes that result in death several times in a row intentional, since you choose to do it)

If you look at the sheer amount of people bitching about being "Wrongly Banned" you'd know they actively punish people.
