Which champion could i build nearly 100 percent armor penetration on?

Im wondering if its still possible to build full armor pen darius or something like that. Could i stack last whisperer, and black cleaver?

Interesting, but probably less effective on Darius where is ulti deals true damage.

I've run it on Jhin and Caitlyn before, most AD assassins can use armor pen well.

No. There's a reason no champion can just build true damage. But yes, Darius would be your best bet. Get pure armor pen runes, get the armor pen masteries, Black cleaver, youmuu's, maw, and last whisper. Couple this with champions like Rammus who has armor shred taunt and Trundle who can subjugate to steal armor.

However, in practicality, no. Not getting anywhere near 100%.

If you're going to run a build like that just do it on Vi since she has 20% armor penetration at all ranks on her W.

darius has 25% armor pen when his E is maxed out.

the best armor pen build after that is flat, without shred if you can avoid it.

shred is applied before %, so the percentage becomes lower overall. however, flat is applied after percentage shred

overall, with masteries, you can get 32% armor pen, 35% bonus armor pen (last whisper) and from flat runes and items, probably about 50 flat armor pen. unless someone is building pure armor, this will PROBABLY result in true damage, or bonus damage? i don't know if that only applies to shred.

if someone builds 100 bonus armor, you remove 35%+32%, so 67% UNLESS one is applied before the other, in which case it's lower but best case you drop their armor to ~33+base, or around 63(for lower armor champs), then you'd also get through 32% of the base, which is about 10 or so on most champs. then with flat pen full build you'd be left with ~3 armor or 3% (i think, it could scale up at that low of armor) reduction of damage.
