Can we choose adaptive damage?

So I've recently been playing a lot of Sion as I plan to main him in season 8 I mainly play Sion support running a comet rune page maxing my E and starting item 3303 in order maximize my poke in lane I am trapped in a corner with buying item 3303 because the damage from my runes automatically goes into my AD (which makes me lose out on a lot of poke in lane, overall ruining my early game) and I have found that upgrading it to item 2301 sets me back when I could get a item 2045 and another item and getting a lot tankier a lot earlier. And In light of these new support changes on the PBE I will be forced to buy a item 2301 or else I wont be able to get the damage I want in lane wasting my adaptive damage. Now this problem doesn't apply to my off meta play style and build but it also applies to other champs for instance Gangplank with keleptomancy and item 3303 or Teemo starting a item 1054 or Jhin starting a item 1056 and getting stuck with adaptive AP. In the case of Gangplank you are forced to take the AP instead of the AD which he needs as his early game is already pretty weak, and thanks to Rito's Spaghetti Code Teemo is stuck with AD unless he starts item 1056 which in some weaker matchups is a weaker option compared to item 1054. This not only applies to the three examples I provided but really any champ with different damage scalings like Ezreal Jax KogMaw to name a few. A simple fix to this would be to add an option to choose between AD or AP before the game starts in order to not trap players in a corner when choosing a starting item or build path.

I really wish I could chose especially with the new Resolve change (getting half health and half ad/ap when picking sorcery or domination). Taric gets way more value out of AD than he does AP but always gets AP from adaptive. Taric is given adaptive AP even after building Sterak's and Iceborn which makes absolutely no sense to me.

People have less Armor than MR. You'd almost always want AD over AP early game.
