Why if Jhin is suppose to have a gated attack speed does the game allow him to be animation canceled????????

He can literally shoot 2 shots instantly because of this when the kit is designed around being gated for attack speed and reload times.

Kinda looking for a reason why they allowed the animation cancel on a champion who is designed to be gated by attack speed.
