For Sion it depends on your match up. He's not very beefy early game so he can't outright duel, but he can stall the lane and really punish mistakes.
If you're confident that you can fight and/catch them, maxing Q is a good idea. It's got good waveclear at max charge, and you can knock people up at half way charge. You can also deny minions by Qing over the minions that the enemy melee laner wants.
If you're not confident or you can't fight them, maxing E first is the way to go. Poking them from a far and pretty good waveclear with a Dorians ring makes it work like wonders against champions that don't build resistances. So it's a great "fuck you" to squishy high damage champions who rush damage.
I usually max his W second because the shield is your back up tank steroid if you can't afford enough tank items as the game goes on. Plus %health magic damage is nice.
When using W, don't expect to use it as both a sword and shield, especially early. It's good for one or the other most of the time, but expecting both most of the time is greedy.
A point blank ult can also be more effective than a full charge ult in some circumstances. You can also activate your shield while ulting.
For Shen, my advice is to build tanky items; Titanic Hydra, Dead Man's Plate, Sunfire Cape, Spirit Visage, Warmog's Armor - that sort of stuff.
Laning as Shen is fun, because it's halfway about mindgames and halfway about aggression. Shen has some obscene damage thanks to his Twilight Assault's %health damage and increase in attack speed on pulling his Ki Blade through an enemy champion. Usually, the ideal ways to play is either to try and position your Ki Blade so that you can try to slow your opponent and guarantee your Shadow Dash (assuming they don't have alternative mobility skills), or landing your Shadow Dash to guarantee a hit with Twilight Assault's pull to buff yourself. Either way, your enemy will be hard-pressed to escape.
Shen's biggest strength is being able to challenge enemy players to either fight, or blow mobility cooldowns like Flash or dashing spells. Twilight Assault slows enemy champions when they try to walk away from Shen - but only if hit by the Ki Blade's pullthrough. On top of that, auto-attack heavy champions - like Aatrox, Fiora, or Trundle, have a generally hard time working against Shen because of his Spirit's Refuge - Shen can either deny their aggression by standing near his Ki Blade, or pop it when he runs it through them on his own engages.
This being said, however, his biggest weakness is his resource commitment; he needs to damage enemies with either his Twilight Assault-empowered auto-attacks, or with the damage from his Shadow Dash to quickly regenerate Energy. If he misses one or either of them, he generally loses his presence as a threat. The best way to work around this would be, obviously enough, to largely use Twilight Assault for farming, rather than laying into your opponent. If you can hit them, go for it, but prioritize minions if you're not getting poked any.
TL;DR - Positioning is key; keep an eye on where your Ki Blade is. Combo your abilities together; slow with Q and taunt with E, or taunt with E to ensure Q slow and free damage. Pop Spirit's Refuge to protect yourself or allies from AA-heavy enemies; make sure to stand in the zone! Farming helps Energy upkeep - if your enemy is too slippery, farm until they come to you.
I hope this helped you some!
Some tips on Shen,
is core and against an AD laner its a first item. As a second item
, for me it depends if i really need it as a second item or go for
which is more so if i'm going up against
or ranged AAs. Boots situational, lots of auto attackers?
, lots of cc?
or
Against hard match ups i've been building
and sitting on it, helps with the extra MS and health regen.
So a typical build for me is
(situational)
and
you can also swap with
,
,
,
and
. against a Mundo, Nasus and any other high sustain champ? build
after finishing

A standard rune page that i found works well for me is 9x attack speed reds, 9x scaling armor yellows, 9x flat mr blues and 3x flat health regen quints.
I've been playing Shen a lot lately and if facing a tankier match up it's best to rush
then go for
. It gives you a lot of kill and burst potential with your Q. If it is an AP lane then rush
and
. These will give you enough tank and AOE push to keep them from your tower and keep you healthy from poke. So Core will be
. There is really almost no situation where
is better over SV. Then I would finish with another tank item and
.
Edit: Runes MAsteries I like for Shen are:
Marks- AS Seals- Armor or Health per LvL vs AP. Glyphs- CDR per LvL Quints- MS
12/0/18 with Grasp of the Undying. You will want Grasp to sustain in forced trades or initiated trades.
Well i know shen titanic hydra build is pretty decent. Havent played sion on rift for awhile but i believe you can shove in lane with your e
Your best bet is to watch some NA LCS finals, shen was played a lot before he was nerfed.
