On the PBE, EoN's active cooldown is being lowered to 30 seconds, which is 10 seconds less than BV's. BV's cooldown is 40 seconds, but only refreshes after no damage is taken from enemy champions for 40 seconds. BV's spellshield can be easily poked down, while EoN is only up when the user decides it to. BV's spellshield seems somewhat underwhelming when compared to EoN.
alfavhunter1 votesBV should refresh from 38-1 per lvl when not in combat with an enemy champion, putting it on a 20 second CD of not fighting an enemy champion at late game

the plus side, its there at the start if the fight
the downside, its not something you can use mid fight
both items would be competitive with each other AND they should be made exclusive like hydras are
