They just made a new jungle item that's currently live on PBE that does exactly the same thing as Lethal Tempo rune and the smite does the same thing as blue smite does ( slows people ) > Another useless item Meme of the new patch >>>>>> Luden's Echo. That's a very experimental thing, according to Meddler, that somehow got shipped to PBE before even being tested internally. I highly doubt that this interation will go live at all, and am a bit puzzled why yesterday's deploy did not remove the item.

The new jungle item grants you a control ward that refreshes for counter jungling. It grants chilling smite, and an attack speed boost if you're attacking monsters. I have no idea where you're getting this Lethal Tempo thing.
