Why aren't we allowed to make ARURF custom games?

When URF was on back in 2014 and 2015 we were able to make custom games if we had a group bigger than 5 to play which was great fun, in fact almost all RGM allow custom games but ARURF seems to be one of the exceptions. What is your reasoning behind this? I can understand Doom Bots since you can just queue as 5 and you know everyone you are playing with anyway. Even if you disabled IP/XP gains for custom RGM we would really happy with that trade off if Riot is concerned about botting.

Personally, I don't understand why we don't have access to the wonderful RGM's for custom matches year round. The RGM's are the only reason I occasionally come back and that's only if it's an RGM that interest me. But for whatever reason they won't make this addition so I've moved to dota2 solely for their custom co-op and engaging gamemodes (normals are hell).

They said they would fix it after the Sep 23-26 ARURF, and still haven't.
