Why cant I disable this dumb new account newbie help

Made a new account trying to level it to 30, im currently level 10 and I can still only play the bullshit champs they give to new players, I cant play any of the champs in the actual free rotation. I also dont get the daily mission of getting xp and blue essence. There is no way to turn this shit off and have it like im level 30 and not retarded. Why do you make it so miserable for someone to level up an account and why cant I turn it off. Riot?

You need to be level 11 to gain access to the free rotation. Also you get a lot of BE early on, enough to buy any 4600 champ by the time you are level 10-ish.
