Player Ints, I report and block and get put with him 3 times.

So after playing a game with a Twitch jungle, who started the game by asking if twitch jungle was even good, which is a great start, he proceeds to intentionally feed and flame his teammates the entire game. After the game myself and my duo both report, and block him. We queue up again and guess who was in our game, the same person. He says in chat, sorry about last game ill play a normal jungler this game. Well guess what he does again, intentionally feeds and flames his team. After the game, we report him AGAIN and again, we queue up. GUESS WHO GETS INTO OUR GAME FOR A 3RD TIME. At that point I was forced to dodge the game as to not get a loss because this player would intentionally feed again, and clearly reporting him was doing nothing. How in the world am I being put with this player so many times in a row after reporting AND blocking him. How can your coding and matchmaking be THAT bad? I need answers and I need you to fix this, unbelievable.

Block does nothing. It is literally just a mute button. Report for intenting does nothing. It is literally just a vent system (much like the old reporting for being bad was).

Just don't "flame" him or he will report you and you will get the ban hammer.

A small piece of advice, after u spot someone toxic in champ select and team gets disbanned, leave q, wait a few seconds if not minutes before u q again. Or q for a diff game mode. Same for after just finishing a game with a feeder that u encountered twice in a row. Just give it a few minutes, to not get qd with them. And to relax and dial down ur own tilting :S

I have personally found that if you submit a ticket for int feeders, you are MUUUUUUUCH more likely to actually see that account banned than the in-game report system. It won't give you a notification ingame, but you can check their OP.GG and see that they mystically stopped playing the same day the rioter finally reponded
