Because Urgot can never be balanced, because his kit is so oppressive that he's super frustrating to play against. It's the same problem that old Vladimir , old Yorick , old Poppy , and current Aatrox had/have.

(Plus applying on-hits would probably make him broken, not balanced, but still, no urgod buffs will come out for a while)

I mean considering item 3078 would give his Q over twice as much damage as any AD item in the entire game, as well as being able to use every other stat on the item wouldn't cause problems or anything like that...

Edit: at lv 18 with the 25 AD and tri-force proc (.85 ad ratio Q), it would give 251.25 damage. So actually more like 3 times as much damage as any flat AD item.

Ezreal's Q breaks items (and nearly breaks items) because of it's long range and spamable nature. Adding the "locked on and undodgeable" nature of Urgot's Q would make him even more broken than Ezreal with those items.

Ya know, simply making him proc Iceborne might actually make him viable(top). And maaaybe increase the range slightly.
