How tf did the new AD assassin item get through...

AD assassins (particularly Talon and Zed) are already quite strong in terms of damage. Talon doesn't need damage buffs, because he is balanced around being forced to use his ult to 100-0 someone instead of using it to escape. Now with the new item, he can just pop his ult once and use stealth to escape. Assassins are supposed to put themselves in a vulnerable position in exchange for insane amounts of burst damage. As for Zed... He is already very strong and this item will just put him over the top. Right now, if you dodge his Q, he won't kill you, he'll just get you very low while he can go back to his shadow when he feels he is in danger. With the item, all he needs to do is auto you, e once and ignite and you're dead. Not to mention buying an early hexdrinker will already fuck up most APs, and zhonyas is expensive as hell. Rushing zhonyas will force the AP mid to conserve mana too so the AP will either farm under turret half the game and try to last hit with their 50 AD or run oom after attempting to trade with Zed or wave clear.
